As Georgia prepares for a pivotal 2025 legislative session, the Metro Atlanta Chamber (MAC) advocates for policies that advance our economy, grow our talent, and enhance our community. Leading the agenda is tort reform, a critical issue that will help curb excessive litigation costs that drive up the cost of insurance and the cost of doing business. This priority, along with other key initiatives, ensures Georgia and metro Atlanta remain a thriving hub for innovation, investment, and opportunity.

In November 2024, Governor Kemp unveiled data that lays the groundwork for a push for tort reform in 2025. The legislation directed the state insurance department to gather data on legal trends affecting insurance premiums and to deliver a report. It revealed that between 2014 and 2023, the number of tort claims and average claim payouts in Georgia have increased dramatically. These rising numbers are a challenge for Georgia’s business environment. Ultimately, those costs are being passed down to consumers, which the Chamber is working diligently to change.

In January the Governor laid out his plan for tort reform that includes sweeping changes to the civil litigation system that is meant to protect both consumers and businesses. These policies will strike a balance between protecting every Georgian’s right to civil justice and protecting responsible business from excessive litigation abuse.

The Chamber’s other key policy areas of focus include:

  • Business Climate: supporting legislation that ensures the continuation of the region’s prospering economic environment
  • Infrastructure: securing long-term funding for transit improvements, freight capacity, and communication networks to establish the region as a leader in innovation and research transportation technology
  • Talent Development and Education: strengthening the talent pipeline of an educated workforce by reducing the disparities in education and opportunities across communities
  • Thriving Community: enhancing Atlanta’s appeal as a premier place to work, live, and play

With tort reform at the forefront, many legal and economic burdens could be alleviated, allowing for a more prosperous and vibrant region. MAC is ready to support and advocate for pro-business policies that keep Georgia the #1 state for business. Working alongside our public and private partners, the Chamber creates an environment where businesses can thrive and contribute to the continued success of Georgia’s economy.
